Our cardholder in Puerto Rico complained of being charged an international fee, on top of their normal withdrawal fee, when getting money from the ATM? Isn’t Puerto Rico a US Territory?

Although Puerto Rico is a US Territory, it is still a foreign country, and therefore incurs an extra, international charge. Anyone outside of the USA is likely to incur an extra fee.
